Harmon's Addition Paving Project




The paving is done on Highside and all of Sargent Loop as of today, August 31. The balance of the roads will be completed tomorrow, Thursday.

The paving project has started!

Here is the most recent updated schedule from the POE foreman on our job:

Today (Tuesday, the 23rd) the grader planned on grading many areas of our roads with possible additional grading Friday. He was doing preliminary grading on most if not all of the roads.
The grader will then be returning next Monday, 8/29, to work in front of the pavers.
Paving will start on Monday, 8/29 starting with the cul-de-sacs on High Side and working down to Sargent Loop road.
On Tuesday, if all goes well, paving of the west end of Harmon Ave from the first driveway west of the bulletin board on down to the bottom where it meets Conkling Park Drive. This section will be a10 foot width.
The next area of road to be paved will be the east end of Harmon Ave at 17 feet width from Conkling Park Drive up to the bulletin board.
The last area to be paved is Parkside from Bella Vista Road up to were if meets Sargent Loop. This is the area that we want to have as much of the length, starting at Bella Vista Road, 20 feet wide with a minimum of 17 feet.

Based on the above sequence the paving should be completed on or before Wednesday, August 31.

Note: It is very important that we drive cars, trucks and four wheelers very gently on the graded roads until they get the paving down. The condition and smoothness of the graded roadway has a direct effect on the quality of the asphalt pavement that is placed on it. If the graded roadway gets rutted out or wash-boarded in between the grading and the paving, we will live with the resulting bumps for many years.

The Harmon’s Addition paving project will get underway on Tuesday, August 23rd



Poe Asphalt has given us a preliminary schedule. Here’s what we can expect. One thing for sure on construction projects is that the timetable changes due to unforeseen circumstances. We will update you as we know more.

Tuesday 8/23 – grade the two private driveways that will be paved by request (and paid for by the private owners)
Wednesday 8/24 – start HPOA road grading which will take 4 to 5 days (This could include Saturday, August 27th)
High Side Avenue & High Side Cul-de-Sacs and Piebird Ave.
All of Sargent Loop down to Harmon Ave
Down the west end of Harmon from Sargent Loop to Conkling Park Drive
Up East end of Harmon from Conkling Park Drive to Sargent Loop
Parkside from Bella Vista to Sargent Loop

· Tuesday 8/30 or 31 – Start paving HPOA roads which will take 2 to 3 days

o Paving will follow the same sequence as the grading.

· Friday 9/2 – Hope to be completely done with the HPOA project.

All work depends on weather. Asphalt paving requires dry weather.



The contractor and the Association will make every attempt to let you know the day before your road is paved. You will not be able to drive on it for several hours. You may need to take an alternate route to access your home –or- you may have to walk a fair distance while the asphalt is cooling. Other than emergency vehicles (fire department or police) no vehicles will be allowed on the asphalt until it has cooled. The contractor will not be responsible for damage to the road or vehicles by residents or others who drive on the hot surface. Please watch your e-mail (or for those without e-mail, a note on your door) the day before your road is paved.



Please be alert for construction crews, traffic control flaggers, and pedestrians along the shoulders at all times.



Another very important note: The basic paved roadway will be about 15 feet wide. This will create a situation where people will be driving down the center of the roadway. It would be very wise to drive slowly (the Harmon’s Addition speed limit is 20 mph) and be very careful at intersections. Be prepared to move over to the very edge of the lane to accommodate oncoming traffic. This is especially important for operators of off-road vehicles that are not equipped with seat belts or other protection. In addition, please make every effort not to straddle the pavement edge to avoid damaging the asphalt.
